Default encryption key timeout

Too long delay in the LAN/WAN network for early encryption to work. The problem can be solved by configuring a local Mobility Master. Even though a local Mobility Master is configured, the fault message will not disappear, i.e. it will be shown at first location registration attempt when the home Master must be reached. At the next location registration attempt, the key will be in the local Mobility Master and early encryption will work.
