During call transfer without consultation, the PBX does not play MOH to the transferred party.

The PBX sends a "REMOTE-HOLD" to the transferred party instead.

This "REMOTE-HOLD" needs to be interworked on the Gateway (H323->SIP or H323->QSIG).
To enable facility interworking, activate "Interworking(QSIG,SIP)" on the gateway routes for incoming and outgoing calls.

In SIP a reINVITE with "a:inactive" is going to be sent for "REMOTE-HOLD".
