This may occur with headset or onboard soundcards with a rich set of options.
Go to Start > Control Panel > Sounds and Multimedia > Audio Card > choose the sound device used > click Volume and mute the wave slide.

This is also very commen with USB headsets. The ones I've tryed has always generated "computer" sound for the called party and yourself. /Håkan NaB Communication
